The 'Draft North West Rail Utilisation Strategy' was published by Network Rail at the end of 2006. This important document looks at future shape of the rail network around Manchester and the pattern of train services. It contains a number of issues which affect the mid-Cheshire line. Return to Homepage.The general conclusions from the Department for Transport review of the Northern Franchise are that it is working well and that there should be no service cuts or significant fare increases. Any savings thus generated would be marginal and counter-productive in terms of the national policy of encouraging greater use of public transport. The franchise was found to be effectively operated with an increasing ridership.
Andrew Macfarlane, speaking for the Mid Cheshire Rail Users Association said, "We are pleased that the Government has chosen not to go down the road of service withdrawals and closures, a policy which was shown to be a failure in the Beeching era in the 1960s. Most rail users will not use rail replacement bus services and the closure of a few branch lines and secondary routes does not materially affect the rail industry's cost base. Structures on those lines would still have to be maintained, for example. We now look to Northern Rail to put the Review behind it and to build on the growing success of local railways in the North of England by obtaining more and better trains and by promoting their services much more widely".
